
The Indonesian Government is working on a draft of Presidential Regulation (Perpres) that would enhance the current regulation on the Indonesia Sustainable Palm Oil (ISPO). The new Perpres will enhance implementation of sustainable palm oil, most notably will enhance supports to smallholder farmers."Drafting process of the Perpres is at final stage. Hopefully it will be enacted by the end of this year. The current regulation is not strong enough to support smallholder farmers. We should have asked the Indonesia Oil Palm Plantation Fund Management Agency (BPDPKS) to disburse fund support. We hadn\`t thought of that," Coordinating Economic Minister Darmin Nasution said at an Industrial Dialogue on Sustainable Palm Oil in Jakarta, Wednesday (31/7/2019).He added, the Perpres will also make it mandatory for palm oil farmers to be ISPO certified. The government promised to provide financial support for this purpose. "The Government will provide full financial support, no matter how much it costs."The Perpres is also expected to improve oil palm smallholdings to meet sustainability standards. "This is only a part of sustainability, not the only one, because sustainability aspects include standard of management, products, as well as the traceability of the products," Darmin said.Apart from the new Perpres, the Government will also enact Presidential Instruction (Inpres) on action plan on sustainable palm oil practices that will provide guidance for ministries and institutions to implement sustainable palm oil in Indonesia.
Deputy Minister for Food and Agriculture of the Coordinating Ministry for Economic Affairs Musdhalifah Machmud added that an ISPO commission will be set up under the new Perpres, the commission will consist of independent and professional members. "It will be independent with professional members. However, its principles and criteria will be set up by Ministry of Agriculture. The new Perpres will also make it mandatory for farmers to be ISPO certified and the Government will provide support."The Perpres is expected to be enacted pararell the Inpres. "ISPO certification process will begin with data collection. Hopefully, 60% of palm oil data will be collected by 2020 with various status from uncertified, on process, to ISPO certified. Starting from 2021, we will continue collecting the rest 40% data. It could include lands in dispute areas," Musdhalifah said. ***
