Overview
The Badan Pengelola Dana Perkebunan (BPDP) or Plantation Fund Management Agency is a Public Service Agency (BLU) under and directly responsible to the Minister of Finance of the Republic of Indonesia. BPDP is mandated to collect, manage, and disburse plantation funds to support sustainability, productivity, and competitiveness of Indonesia’s strategic plantation commodities.

Commodities Managed
Under Perpres 132/2024, BPDP manages funds for three strategic plantation commodities:
- Palm Oil 🌴
- Cocoa 🍫
- Coconut 🥥
Duties and Functions
BPDP’s core mandate is to collect, manage, and disburse plantation funds in line with government policy. Its functions include:
- Planning and budgeting of plantation funds.
- Collection of funds from export levies and other legal sources.
- Professional and transparent management and investment of funds.
- Disbursement of funds to support strategic upstream and downstream programs.
- Monitoring, reporting, and accountability of fund utilization.
Steering Committee
The Steering Committee of BPDP consists of eight ministries:

Strategic Programs
Upstream Sector:
- Smallholder replanting programs (including palm oil, cocoa, coconut).
- Improvement of plantation infrastructure and facilities.
- Strengthening of farmer institutions.
Downstream Sector:
- Research, development, and innovation.
- Human resource development.
- Industrial downstreaming and value-added enhancement.
- Promotion and expansion of export markets.
- Support for biodiesel and renewable energy.
- Food products based on plantation commodities.
Funding Sources
BPDP funds come from:
- Export levies on plantation commodities and their derivatives.
- Investment returns from fund management.
Supervision
BPDP is supervised through:
- Technical and financial oversight by the Ministry of Finance (Directorate of State Asset Management and Directorate of BLU Supervision).
- External audit and supervision by the Supreme Audit Agency (BPK) and Government Internal Supervisory Apparatus (APIP).
- Internal Audit Unit (SPI) within BPDP.
