Legal Basis

The implementation of this program is based on the following regulations:

  • Presidential Regulation No. 132 of 2024 – Stipulates that BPDP funds are allocated for research and development to enhance productivity, sustainability, and competitiveness in the plantation industry.
  • Minister of Finance Regulation No. 49/PMK.05/2018 – Regulates the mechanism for utilizing BPDP funds to support research and development in the plantation sector.
  • BPDPKS President Director Regulation No. 10 of 2021 – Defines procedures and criteria for allocating research and development funds for the palm oil industry.
  • Director General of Plantations Decree No. 500/Kpts/KB.410/2020 – Contains technical guidelines for implementing research and development funded by BPDPKS.

Program Objectives

This program is designed to:

  1. Increase Productivity – Generate innovations in cultivation, plant breeding, and post-harvest technology to improve plantation yields.
  2. Support Sustainability – Develop environmentally friendly technologies and conservation strategies to minimize the negative impact of the palm oil industry on the environment.
  3. Enhance Global Competitiveness – Facilitate research that improves the quality of palm oil products to meet international standards and expand export markets.

Program Scope

The Plantation Research and Development Program covers the following key areas:

  • Breeding and Cultivation Research
    • Development of superior palm oil varieties with high productivity and resistance to pests and diseases.
    • Research on more efficient and sustainable cultivation techniques.
  • Post-Harvest Technology and Downstream Processing
    • Innovations in palm oil processing to improve quality and product diversification.
    • Development of palm oil production technology with higher efficiency.
  • Sustainability and Environment
    • Research on mitigating environmental impacts and improving sustainable plantation practices.
    • Development of certification systems to enhance sustainability standards in the palm oil industry.
  • Economics and Market
    • Market and value chain studies to boost exports and competitiveness of Indonesian palm oil products.
    • Analysis of global regulations that may impact the national palm oil industry.

Program Participation Mechanism

To obtain funding for research and development programs, applicants must follow these steps:

  1. Proposal Submission
    • Research institutions, universities, or relevant parties must submit a research proposal to BPDPKS, detailing objectives, methodology, and expected benefits.
  2. Evaluation and Verification
    • BPDPKS, along with experts and relevant agencies, will assess and verify the feasibility of the proposals based on scientific criteria and relevance to the palm oil industry.
  3. Selection of Fund Recipients
    • Approved proposals will be designated as fund recipients, and BPDPKS will establish a cooperation agreement with the researchers or research institutions.
  4. Fund Disbursement
    • Funds will be disbursed in stages according to the progress of the research, with periodic reports submitted to BPDPKS.
  5. Monitoring and Evaluation
    • BPDPKS will oversee the research implementation to ensure it aligns with the planned objectives and provides tangible benefits to the palm oil industry.
