Background

Indonesia was once one of the world's largest cocoa producers, with peak production reaching 740.5 thousand tons in 2012. However, in recent years, cocoa production has declined significantly. In 2023, Indonesia's cocoa production was recorded at 641.7 thousand tons, down from previous figures, showing a downward trend over the last five years. This decline is due to various factors, including a lack of investment in upstream sector development, pest and disease attacks, and the low quality of cocoa beans produced.

Program Objectives

The BPDPKS upstream cocoa sector program has several main objectives:

  • Increasing Cocoa Production: Through the replanting program and nursery development, BPDP aims to improve the quality and quantity of cocoa production.
  • Ensuring Raw Material Availability: With better management, this program aims to ensure the availability of raw materials for the domestic cocoa processing industry.
  • Encouraging Downstream Development: A strong upstream sector will support the growth of the downstream sector, thereby increasing the added value of Indonesian cocoa products.

Program Implementation

This program involves several strategic steps:

  • Infrastructure Development: Building facilities for nurseries and cocoa bean storage so that farmers can access high-quality seedlings.
  • Farmer Training: Providing training to farmers on modern farming techniques and sustainable agricultural practices.
  • Funding Through Export Levies: Funds collected from cocoa export levies will be used to finance these programs, ensuring that farmers receive the necessary financial support.

Expected Impact

With the implementation of this program, it is expected that:

  • Increased Cocoa Production: The rise in domestic cocoa production can reduce dependence on imports.
  • Better Product Quality: With a focus on replanting and cultivation technology, the quality of Indonesian cocoa beans is expected to compete in the global market.
  • Local Economic Growth: Increased production will positively impact the local economy, creating jobs and boosting farmers' incomes.

The upstream cocoa sector program by BPDP is a crucial step in revitalizing Indonesia's cocoa industry. With proper infrastructure support, training, and funding, this program aims to restore Indonesia’s prominence as a major cocoa producer. Through effective and sustainable management, BPDP is committed to supporting the growth of the upstream sector while encouraging the downstream development of the cocoa industry in the country.
