This program is based on several key regulations, including:

  • Presidential Regulation No. 132 of 2024 – Establishes that BPDPKS funds can be used to enhance human resource capacity in the plantation sector through various forms of education, training, and mentoring.
  • Minister of Finance Regulation No. 49/PMK.05/2018 – Regulates the procedures for utilizing BPDPKS funds for human resource development programs in the plantation sector.
  • BPDPKS President Director Regulation No. 5 of 2021 – Determines the funding mechanism for training and education programs in the plantation sector.
  • Director General of Plantations Decree No. 320/Kpts/KB.410/2020 – Provides technical guidelines for human resource development in the palm oil plantation industry.

Program Participation Mechanism

To participate in the BPDP-supported plantation human resource development program, the following steps must be taken:

  1. Proposal Submission or Registration
    • Farmer groups, cooperatives, educational institutions, or eligible individuals can submit proposals or register with BPDP according to the available training or program.
  2. Evaluation and Selection
    • BPDP, along with expert teams and relevant institutions, will conduct selection based on predetermined criteria, such as program relevance to the plantation industry and potential impact.
  3. Program Beneficiary Determination
    • Selected participants or institutions will be designated as beneficiaries, and BPDP will establish cooperation agreements for program implementation.
  4. Program Implementation
    • The program is conducted through various methods such as direct training, online courses, comparative studies, or academic collaborations.
  5. Monitoring and Evaluation
    • BPDP oversees the program's effectiveness to ensure improvements in the quality of plantation human resources align with established targets
